With reference to previous correspondence
on the subject of the exportation of Chinese wolfram ore through this Colony, I have the honour to confirm my cypher telegram of the 13th. August. The regulations set out in
the Circular a copy of which was forwarded in my Confidential Despatch of the 5th. February have been the subject of con- tinual complaints from British merchants here and in Canton.
The strong demand for wolframite from the American market
soon raised the price of the ore at the collecting centres to a figure which made the British official price unremunera -tive. At the same time it was found impracticable to
divide export licences for United States of America in the
proportione suggested in your telegram of the 31st. January.
For one thing the Consular representative of that country had protested most strongly all through against any hamper- -ing of his nationals in the matter of the transhipment of
wolfram to their own country. For another, owing to the
restrictions previously imposed here by the Imperial Govern-
ment one leading American exporter had established a regular
service carrying wolframite from Canton round the Colony to
Swatow and thence via Shanghai to United States of America,
